PROJECT: Catholic Charities of Central Florida, Inc., Habitat for Humanity Greater Orlando and Osceola County, Inc., IMPOWER, Inc., Operation New Hope, SALT Outreach, Inc., United Against Poverty, Inc. Public Services Subrecipient Agreements (CDBG-DR) Program
PURPOSE: On March 15, 2023, the U.S. Department of Housing and Urban Development announced a direct allocation of Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, in the amount of $219,712,000, to Orange County to address long-term impacts from Hurricane Ian. On January 9, 2024, the Board approved a Community Development Block Grant - Disaster Recovery Action Plan that included an analysis of unmet and mitigation needs, a summary of citizen input and engagement, general program requirements, and the County’s proposed budget for the CDBG-DR Program. Orange County issued a Request for Applications (RFA) on March 4, 2025 and the RFA closed on April 2, 2025. All applications received were evaluated and scored by an evaluation committee with members consisting of various county departments and divisions. The projects recommended for funding were presented to the Community Development Advisory Board on May 21, 2025. A total of six subrecipients were selected for a total funding impact of $1,270,000. To implement the projects selected as part of the CDBG-DR program, public services subrecipient agreements must be executed with the public service agencies. A list of the agreements with the amount funded and project description for each agency is included. The County Attorney’s Office has reviewed the agreements as to form.
