The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

Work under this contract consists of, but is not limited to, providing all labor, equipment, maintenance of traffic and incidentals necessary to the removal and repair of damaged or destroyed sections of guardrail or handrail (including mobilization/demobilization). Work under this contract will also include the removal and replacement of guardrail or handrail sections as general maintenance and the realignment/replacement of panels, posts, blocks, anchorages, and miscellaneous hardware. Modifications needed to bring existing sections into compliance with current standards and the installation of new sections may be designated by the County's representative.

FUNDING:

Funding is available in account number 1002-072-2906-3816.

APPROVALS:

The Roads and Drainage and Business Development Divisions concur with this recommendation.

REMARKS:

One bid was received in response to this Invitation for Bids (IFB) and was evaluated for responsiveness, responsibility, and price reasonableness. Price reasonableness was established by comparison to the engineer's estimate and consideration of market factors. A scope meeting was conducted, during which the bidder confirmed their understanding of the scope of work and expressed confidence in the pricing submitted.

Southeast Highway Guardrail & Attenuators has a satisfactory record of performance for this type of work and has been determined to be responsible.  Therefore, award is recommended to Southeast Highway Guardrail & Attenuators. 

To ensure an open and competitive solicitation process, the IFB was posted to the County’s e-procurement platform.  A query from staff to potential bidders that declined to compete on this project resulted in the following:

Bishop Construction Group Inc.: Unable to get sufficient quotes back from subcontractors to be able to confidently bid on this project.

Southern Road & Bridge LLC: Estimator was out of town and did not have the time to put together numbers for this project.

WT Comp Inc.: Our board member’s decision was not to participate for this bid.
