The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Selection of five firms and five ranked alternates to provide Continuing Professional Engineering Design Services, Request for Proposals, Y25-907-CR, from the following firms listed alphabetically:

PROCUREMENT:

The contracts will provide continuing engineering design services for the Public Works Engineering Division. The projects will be located throughout Orange County.

FUNDING:

The County will fund task authorizations associated with these continuing contracts on an as needed basis.

DISCUSSION:

The contracts will provide professional engineering design services throughout Orange County. Services may include designing, permitting, construction plan preparation, and post design services. List of representative types of projects that may be assigned are Paving Unpaved Roads; Roadside and Basin Wide Drainage Collection; Treatment and Disposal Systems; Environmental Analysis; Evaluation; Permitting and Investigation; Drainage Structures; Sidewalks and Trails; Bridge Replacement or Rehabilitation; Culvert Replacement or Rehabilitation; Guardrails; Intersection Improvements; Roadway Improvements; Construction Plan Review; Groundwater testing; and Alum treatment facilities as listed in the scope of work. The projects will be located throughout Orange County.

Fifteen proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP.  AECOM Technical Services, Inc., Bentley Group, Inc., Graef-USA Inc., OM Engineering Services, Inc. and STV Incorporated scored too low for Board consideration.

Proposals were evaluated by the Procurement Committee on July 16, 2025. Commissioner Michael Scott was assigned to the Procurement Committee.

A timely protest was filed from Baxter & Woodman, Inc. In accordance with the Procurement Ordinance, a protest hearing was held on September 23, 2025, resulting in the protest committee unanimously denying the protest. No timely appeal was filed.
