PROJECT: Florida Department of Environmental Protection Standard Grant Agreement Number NS104 Shingle Creek Pond 6459 BMP Treatment Train.
PURPOSE: Shingle Creek Pond 6459 is an existing stormwater pond located at 5656 Starbright Drive, Parcel ID 16-23-29-9456-00-002, within the Lake Okeechobee Basin Management Action Plan (BMAP) area. Contractors for the Orange County Environmental Protection Division (EPD) are designing improvements to the existing stormwater pond that will enhance nutrient removal as required by the BMAP. The improvements include piping modifications to increase residence time within the pond, a sidebank filter consisting of biosorption activated media, and a pump station to treat additional water from the adjacent Americana Outfall Canal.
On December 7, 2023, the Board approved Statewide Water Quality Assistance Grant NS104 which authorized the Florida Department of Environmental Protection (FDEP) to provide funding assistance to Orange County. Agreement NS104 awarded $500,000 to Orange County for construction of the project. The FDEP Grant Funds associated with Agreement NS104 were awarded based on local contributions pledged towards the total project costs: $642,400 from Orange County. The project will assist Orange County in water quality improvement efforts by reducing pollutant loads in the basin that drains to Shingle Creek Pond 6459 by an estimated 639 pounds of Total Nitrogen and 84 pounds of Total Phosphorus, annually.
The original Agreement NS104 dates were as follows:

A concern about using the standard access route when hauling many loaded trucks was raised late in the design process, after the grant was in place. EPD and Real Estate Management worked together to identify an alternate route and are in the process of preparing a parcel for permanent access and adding demolition and restoration specifications to the design plans. The additional time to obtain safe access has delayed the final design and bid process, which will require an extension to the Agreement dates.
