Selection of one firm and three ranked alternates to provide Engineering Services for Lake Underhill Road Widening, Request for Proposals Y26-804-GO, from the following firms listed alphabetically:
• AVCON, Inc.
• Dewberry Engineers Inc.
• NV5, Inc.
• WBQ Design & Engineering, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute a contract within a not-to-exceed budget of $2,800,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide final engineering design for the Lake Underhill Road Widening, from 900’ east of Econlockhatchee Trail to 300’ west of Rouse Road. The Consultant shall provide professional services that will include, but not be limited to, preparation of construction plans, roadway design, drainage design, permitting, structural design, lighting, signalization design, landscaping, survey and geotechnical services, and coordination with utility companies, state and local agencies. This project is located in Districts 3 and 4.
FUNDING:
Funding is available in account numbers 1312-072-5090-6311, 1023-072-5090-6311 and 1023-072-5115-6311.
DISCUSSION:
Six proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP. JE Estate was deemed non-responsive for failing to submit a valid proposal, none of the required forms were included in their submittal. DRMP, Inc. scored too low for Board consideration.
The Procurement Committee evaluated the proposals on April 29, 2026. Commissioner Mayra Uribe was assigned to the Procurement Committee.
