PROCUREMENT:
The purchase order provides for the emergency repair of a 30-inch wastewater force main discharging from F3167 master pump station south of the Toll Road 528. This project is located in District 1.
FUNDING:
Funding is available in account number 4420-038-1574-0016-6340.
APPROVALS:
The Field Services Division concurs with this recommendation.
REMARKS:
Orange County Utilities (OCU) requested authorization to procure emergency construction services to complete permanent repairs to a failed wastewater transmission force main discharging from master pump station F3167 south of the Toll Road 528. The damage to the force main caused a sanitary sewer overflow, which has a risk of impacting public health and environmental safety. The force main is a transmission main of sanitary sewer within the OCU collection system. Repair was required for this to operate correctly. The overflow has been contained but the pipe needs to be bypassed and replaced to restore the flow conditions.
OCU responded to a wastewater force main break near the intersection and State Road 528. The existing 30-inch concrete force main failed due to corrosion and cannot be repaired due to the size and type of pipe.
The emergency work consisted of replacing approximately 900 linear feet of the existing 30-inch concrete force main with PVC pipe in accordance with current OCU standards. The work also included installation of large-diameter taps and valves and a temporary bypass system necessary to maintain wastewater service while the existing force main is replaced.
Metro Equipment Service, Inc. is an experienced underground utility contractor that has successfully completed numerous projects for OCU, including emergency utility repairs. The firm has the personnel, specialized equipment, industry relationships, and technical expertise necessary to mobilize immediately and perform the required work. Metro Equipment Service, Inc. has also identified material suppliers and specialty subcontractors needed to complete the repairs and is prepared to order long-lead materials upon issuance of a purchase order.
OCU Field Services and Metro Equipment Service, Inc. developed proposed limits of construction based on available record drawings and existing field conditions. A construction plan has been prepared identifying the proposed tap locations, bypass piping, valves, and replacement piping.
The OCU Field Services Construction Management Team will assign an Engineering Inspector to provide construction oversight. The inspector will monitor construction activities, including days worked, personnel and equipment onsite, and work completed. The inspector will also verify quantities of materials used, including linear feet of pipe, aggregate, and restoration materials. All labor hours, material quantities, and other applicable costs will be reviewed and verified by the inspector prior to approval of the contractor’s pay applications.
Prompt authorization is necessary to facilitate the procurement of materials and commencement of construction activities to minimize the risk of additional force main failures and ensure continued reliable wastewater service.
