Confirmation of the Mayor’s managerial appointment of Taneya N. Simpson, Fiscal and Operational Support Manager, Public Works Department.

PURPOSE: The purpose of this memo is to request confirmation of Taneya N. Simpson as the Fiscal and Operational Support Manager for the Public Works Fiscal and Operational Support Division. This Division is responsible for day-to-day oversight of Public Works fiscal operations and procedures for an Operation and Maintenance budget of $190 million and a Capital Improvement Program of $275 million. Ongoing activities include invoice payments, budgeting and budget analysis, contract and procurement management, inventory control, payroll, and the continuation, development, and implementation of fiscally responsible operational practices. This Division is also responsible for other support functions such as public records requests, document management and archives, facilities coordination across the main Public Works campus plus eight maintenance unit locations and the development of standard operating procedures across the Department.
Ms. Simpson brings 20 years of extensive and varied experience in governmental operations, procurement procedures, fiscal analysis, budget development, and contract oversight. She currently serves as a Fiscal Administrator for Orange County Utilities, where she provides direct daily oversight of financial actions, procurement, payables, inventory operations, conducts analysis and projections of project expenditures, and continuously conducts internal reviews of operational processes to improve efficiency.
She also has past Orange County experience with contract administration in Facilities Management, Public Works Roads and Drainage and with the Orange County Convention Center.
Prior to joining Orange County, Ms. Simpson worked for the Palm Beach County Clerk and Comptroller where she reviewed and verified financial transactions and government funds accounting and processed and posted funds and revenues received by their Finance Department. Ms. Simpson is also a Certified Procurement Professional, a Certified Professional Contracts Manager, and a Certified Professional Procurement Officer.
Ms. Simpson holds a Master of Business Administration from the University of Phoenix and a Bachelor of Science in Information Technology from South University. She is also currently pursuing a Ph.D. in Public Administration from Liberty University.
Her appointment will be effective March 1, 2026, after Board approval at an annual salary of $142,438.40.
