Approval to award Emergency Invitation for Bids Y25-703-GV Bridge No. 755800, L.B. McLeod Road Bridge Over Shingle Creek Steel Beam Rehabilitation and Recoating - Phase 2 and Phase 3, to the low responsive and responsible bidder, Southern Road & Bridge, LLC, in the total contract award amount of $1,165,792. ([Public Works Department Roads and Drainage Division] Procurement Division)

PROCUREMENT:
Work under this contract consists of in repair steel beam deficiencies and recoat the steel members at this bridge site. Specific bridge improvements include replacement of all neoprene bearing pads; replacement of corroded bearing stiffeners, anchor bolts and steel sole plates; strengthening of beam webs; corrosion and existing coating removal; and recoating of structural steel members. The work will be performed within the existing Orange County right-of-way. This project is located in District 6.

Funding is available in account number 1004-072-2912-3816.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
The L.B. McLeod Bridge 755800 steel open girder beams, steel diaphragms, sole plates and anchor bolts of the bridge superstructure shows accelerated corrosion and heavy peeling of paint. The steel bearing plates under those steel beams at both abutments and intermediate bent caps exhibit heavy delaminating corrosion and serious section loss of the anchor bolts and sole plates. Continued corrosion of these elements will weaken and degrade the steel, causing structural damage and potentially compromising the structure integrity which will be detrimental to the safety of the traveling public. Due to safety concerns and damage worsening, this procurement was procured via emergency procedures.
Three bids were received in response to the Emergency Invitation for Bids (IFB). M&J Construction Company of Pinellas County, Inc. was deemed non-responsive for failure to provide the required bid bond and power of attorney documents. Razorback LLC was deemed non-responsible for failure to meet SSPC QP1 and QP2 certification requirements required in the IFB. Southern Road and Bridge, LLC has been determined to be responsible, as the references provided were satisfactory for this type of work. Therefore, the award is recommended to Southern Road and Bridge, LLC.
