Award of Invitation for Bids Y24-1034-AH, Recycling of Residential Yard Waste, to the low responsive and responsible bidder, Hubbard Construction Company, for Lot 1 in the estimated contract award amount of $3,793,500 for a three-year term and Lot 2 in the estimated contract award amount of $1,264,500 for a three-year term.
Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms. ([Utilities Department Solid Waste Division] Procurement Division)

PROCUREMENT:
This contract will provide disposal or recycling of vegetative waste collected by County waste and recycling contractors (haulers).
FUNDING:
Funding is available in account number 1006-038-1250-3197.
APPROVALS:
The Solid Waste Division and Business Development Division concur with this recommendation.
REMARKS:
The Solid Waste Division contracts with haulers to collect yard waste at single-family residential units in Orange County. To ensure that efficient, cost-effective collection service can be provided for areas west of Interstate 4, the County contracts for yard waste recycling and/or disposal services to be provided by a private facility located in the area. Under normal conditions, haulers remove residential yard waste from plastic bags during collection and deliver the debagged yard waste to a recycling location under Lot 1. At certain times, e.g. after a severe storm, the Division may direct haulers to collect yard waste without removing it from plastic bags and to mix it with bulky waste, so prompt collection can be provided to residential customers to speed up storm recovery. At such times, yard waste is directed to a separate landfill under Lot 2. Materials will be directed to recycling facilities under Lot 1 or a disposal facility under Lot 2 solely at the discretion of the Division.
Two bids were received in response to this Invitation for Bids (IFB). Raynor Shine Services, LLC was deemed non-responsive for failing to sign the irrevocable offer, as required in the IFB. The bid received from Hubbard Construction Company at $42.15/ton is reasonable in comparison to current market prices for the disposal cost of yard waste. The current rate at the WM Vista Landfill is $49.50/ton, under contract Y22-1069 it is $39.83/ton, and lastly Orange County Porter Transfer Station is at $48.40/ton.
Reference checks confirmed they were responsible and reliable. Therefore, award is recommended to Hubbard Construction Company.
