Approval to award Invitation for Bids Y26-719-CC, Parks Downey Park Septic Systems Removal and Sanitary Sewer Improvement, to the low responsive and responsible bidder, High Standard Construction Inc., in the total contract award amount of $783,271.90.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-Verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract includes the removal of an existing 40-year-old septic system and the installation of a new lift station with a connection to Orange County Utilities’ sanitary sewer system. The project consists of removing various onsite sewage disposal components, including septic tanks, drain fields, and wet wells with pumps and installing new sanitary sewer collection and transmission infrastructure, including lift stations. The project also includes electrical service installation and related upgrades within the project area. This project is located in District 4.

Funding is available in account number 1023-043-0263-3810.
APPROVALS:
The Capital Projects Division concurs with this recommendation.
REMARKS:
Eleven bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by AP Construction Contractor LLC was deemed non-responsive for failing to have their bid bond notarized. References provided were satisfactory for this type of work and High Standard Construction Inc. has been determined to be responsible. A scope confirmation meeting was conducted affirming the bid’s fairness and reasonableness. The bid submitted by High Standard Construction Inc. is considered reasonable based on the current economic environment. Therefore, award is recommended to High Standard Construction Inc.
