PROJECT: Unsolicited Proposal - I-Drive Promenade
PURPOSE:
On April 16, 2026, Orange County received an Unsolicited Proposal from Gateway2040 LLC proposing to implement a series of improvements located at the intersection of International Drive and Sand Lake Road. The proposal is geared to the enhancement of safety and aesthetic features that are complementary to the County’s pedestrian bridge presently scheduled for design - also located at the intersection of International Drive and Sand Lake Road. Gateway2040 LLC has indicated that the necessary rights of way and/or easements required for the planned improvements will be donated by the adjoining property owners at no cost to the County.
The proposal is intended to be formulated as a public/private/partnership project pursuant to Section 255.065, FS, that provides a process by which government agencies can engage in a public private partnership (P3) to meet the needs of timely and cost-effective public projects by “improving the schedule for delivery, lowering the cost to the public.”
Over the course of several months, the County staff has held several meetings with representatives of Gateway2040 and have exchanged and documented pertinent information to address the County’s and the State of Florida’s requirements relative to design, construction, permitting, oversight, funding, and associated applicable prerequisites - in addition to the coordination of this proposal with proximate ongoing projects.
As part of the discussion item, staff will present a summary of the unsolicited proposal, review the pertinent Florida Statutes, discuss facets of the proposal that may warrant further consideration, and look for Board direction on whether and how to proceed, including specific terms that should be considered in any final, comprehensive agreements.
