Approval of Contract Y25-2044, Provision of Community Services, with Paving the Way Foundation, Inc., in the total contract award amount of $300,000 for a three-year term. ([Community and Family Services Department Citizens’ Commission for Children Division] Procurement Division)

PROCUREMENT:
This contract will provide funds for parenting programming which provides education to parents that equips them to effectively recognize and manage the needs of their children and families and learning experiences to obtain and increase positive parenting approaches for building healthy families. The performance period is January 1, 2025 through December 31, 2027.
FUNDING:
Funding is available in account number 0001-062-2556-8610.
APPROVALS:
The Citizens’ Review Panel for Human Services recommended Paving the Way, Inc. to receive funding to provide these services. The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. Paving the Way, Inc. has previously received funding from the CCC since January 2023.
REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
By participating in parenting programs, caregivers gain access to expert advice and guidance on managing challenging behaviors, setting appropriate boundaries, and promoting positive discipline techniques. Additionally, these programs can help reduce feelings of isolation and stress by connecting parents with a supportive community of peers facing similar challenges. In turn, children benefit from improved parental involvement, increased emotional support, and a more nurturing home environment. Research has shown that parenting programs can play a crucial role in enhancing family dynamics, fostering healthy child development, and ultimately promoting happy and resilient families.
Programming will provide experiences and effective engagement for parents to obtain and increase positive parenting approaches for building a healthy family. While parents can supervise, monitor, and approve the online platforms that their children use, most are not aware that they need to do this and what is available to assist in that process of protection. They also are not aware of the types of conversations needed to have with their children regarding these topics. Programming will educate and engage parents to be more aware of the issue, learn impactful tools, and learn action steps to establish safe use of technology and to have thoughtful and potentially life-saving conversations with their children. Priority preference will be given to Orange County citizens residing in 32808, 32810, 32811, and 32818.
The program estimates serving 2,200 unduplicated residents and providing approximately 3,333 hours of direct service per Contract Year.
The agency’s outreach plan consists of attending community events, outside training programs like Central Florida Victims Network, Child Rescue Coalition and business and social networking events around Orange County. The agency also hosts special events, community education events in conjunction with Orange County Parent Teacher Association and the newly formed Orange County School Board Human Trafficking Prevention and Awareness Advisory Committee, and collaboration with Orange County Neighborhood Centers for Families, Foster and group homes, Elevate Orlando, iHope Mentoring, Federation of Families, as well as other local parenting organizations. Constituents can access services by contacting the agency directly, or by contacting the CCC for referral.
In addition to marketing strategies employed Paving the Way, Inc., the CCC offers a comprehensive resource directory of all funded programming published on the CCC web page, located at www.ocfl.net/ccc <http://www.ocfl.net/ccc>. Through this directory, constituents may search for funded services within a specific distance of their home, place of work, or other address of significance.
Additionally, the CCC has contracted community engagement specialists, located primarily in east and west Orange County, for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children. The CCC also employs a part-time community ambassador, whose role is primarily to engage with civic, law enforcement, and community groups to market services and to stay connected with the various community groups throughout Orange County.
Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits monthly. This method allows funded and non-funded service providers the opportunity to learn about services, events, or special projects that may benefit the community at large.

This funding award is not inclusive of all parenting programming funded by Orange County Government. A comprehensive list of parenting programming currently funded through CCC is in the attached document. All Orange County residents may have access to funded programs/services.
