PROCUREMENT:
This amendment will extend the contract for the period of November 1, 2026 through October 31, 2027 and modify the scope and operations to support a measured expansion of service, strengthen County oversight, and address stakeholder concerns. The extension will allow for the completion of ongoing program evaluations, development of a comprehensive countywide micromobility program, and a smooth transition to a new contract. Projected revenue generated to the County for the extension time frame is approximately $54,750.
FUNDING:
This is a revenue generating contract. Funds are to be deposited to the individual department’s accounting lines every 90 days.
APPROVALS:
The Traffic Engineering Division concurs with this recommendation.
REMARKS:
On April 26, 2023, the Board selected Neutron Holdings, Inc. dba Lime and authorized the Procurement Division to execute a one-year contract, with the option to exercise two additional one-year renewals, for the implementation and operation of on-demand micromobility device systems, including the provision and management of electric scooter and/or electric bicycle fleets that comply with all applicable statutory and County requirements and are available for short-term public rental.
The requested extension will allow for the completion of ongoing program evaluations and the development of a comprehensive countywide micromobility program. The proposed scope modifications will provide for a measured expansion of service by establishing device limits within the existing I-Drive service area of a maximum of 100 devices and expand the program to two additional service areas (I-Drive corridor, south of State Road 528, and the University of Central Florida), while strengthening County oversight of vendor operations, including device balancing, parking, geofencing, and coordination during major events. Extending the contract will provide sufficient time to evaluate the expanded service areas, finalize planning efforts, and implement any necessary adjustments based on study outcomes, avoiding the need to initiate a new solicitation before these activities are complete.
Previous contract amendments are as follows:
Amendment No. 1: Corrected an error in the original contract term, revising it from November 1, 2023 - May 31, 2024 to November 1, 2023 - October 31, 2024.
Amendment No. 2: Renewed the contract for the period of November 1, 2024 through October 31, 2025.
Amendment No. 3: Renewed the contract for the period of November 1, 2025 through October 31, 2026.
Amendment No. 4: Corrected an error in the employer identification number on the contract.
