Approval to award Invitation for Bids Y26-711-JF, South McKinley Avenue Drainage Improvements Project, to the low responsive and responsible bidder, AP Construction Contractor, LLC, in the total contract award amount of $580,296.99.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The project involves rehabilitating South McKinley Avenue, including improvements to provide adequate stormwater management for the contributing basin area of approximately 3.75 acres. Drainage structures are being placed as required which will discharge directly into Shingle Creek Canal, a trench drain will be added at the intersection of Old Winter Garden Road and South McKinley Avenue, and a nutrient separating baffle box is being added at one of the discharges into the Shingle Creek canal. The project is located in District 6.

Funding is available in account number 1004-072-3010-6330.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Eighteen bids were received in response to the Invitation for Bids and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by AP Construction Contractor, LLC is considered reasonable based on the engineer’s estimate. References provided were satisfactory for this type of work and AP Construction Contractor, LLC has been determined to be responsible. Therefore, award is recommended to AP Construction Contractor, LLC.
