Selection of one firm an alternate to provide Engineering Services for Ozone and Facility Improvements for Southern Regional Water Supply, Request for Proposals Y25-803-GV. from the following firms listed alphabetically:
• CHA Consulting, Inc.
• Hazen and Sawyer
Request Board authorization for the Procurement Division to negotiate and execute a contract with a not-to-exceed budget of $3,000,000. Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This project will provide improvements to replace and improve the Southern Regional Water Supply Facility ozone system. The contract will be negotiated in three phases as follows: preliminary design, final design and permitting, and bidding and construction administration services including operations manual and plant start-up. The total of all phases to be negotiated at the current not-to-exceed award amount is $3,000,000. This project is located in District 1.

Funding is available in account number 4420-038-1498-0025-6340.
DISCUSSION:
Two proposals were received in response to this Request for Proposals (RFP). The Procurement Committee evaluated the proposals in accordance with the criteria set forth in this RFP.
The proposals were evaluated by the Procurement Committee on May 7, 2025. Commissioner Maribel Gomez Cordero was assigned to the Procurement Committee. The Procurement Committee’s consensus scores are attached.
