Selection of Brown and Caldwell to provide Continuing Program Management Services for Wastewater Collection, Water and Reclaimed Water Distribution and Transmission Systems, Request for Proposals Y25-905-ZR.
Further request Board authorization for the Procurement Division to negotiate the professional services rates and execute a three-year term contract to provide the services for future requirements. Further request Board authorization for the Procurement Division to renew the contract for two additional one-year terms. ([Utilities Department Engineering Division] Procurement Division)

PROCUREMENT:
This contract will provide ongoing program management services for capital improvements program for the Utilities Department. Specific assignments under this contract will include studies, planning, permitting, infrastructure inspections and assessments, wastewater, water, and reclaimed water collection, transmission, distribution infrastructure rehabilitation program management, water storage reservoirs with repumping or booster pumping facilities, asset management, geographic information system and hydraulic modeling, training, surveying, construction services, and supporting utilities services. This project is located in all districts.
FUNDING:
Task authorizations associated with this continuing contract will be funded by the County on an as-needed basis.
APPROVALS:
The Utilities Engineering and Business Development Divisions concur with this recommendation.
REMARKS:
One proposal was received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP. To ensure an open and competitive solicitation process, the RFP was posted to the County’s e-procurement platform. A query of potential proposers that declined to compete on this solicitation resulted in the following:
Black and Veatch: Determined to pursue linear projects design work instead.
Carollo Engineers, Inc.: Determined they were not able to provide a project manager in Florida with the required project experience that could qualify and successfully compete on this solicitation; additionally, they also identified high workload in their Orlando office.
Hazen and Sawyer: They try to forego the program management contracts so they can pursue opportunities with design project contracts.
The proposal was evaluated by the Procurement Committee on February 26, 2025. Commissioner Nicole Wilson was assigned to the Procurement Committee.
