SUBJECT: Selection of Firm, Request for Proposals, Y26-809-EB, Construction, Engineering, and Inspection (CEI) Services for the Reams Road Widening Project

Selection of one firm and two ranked alternates to provide Construction, Engineering and Inspection Services for the Reams Road Widening Project, Request for Proposals, Y26-809-EB, from the following firms listed alphabetically.
• CDM Smith, Inc.
• Civil/Site Engineering, Inc.
• GAI Consultants, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute a contract within a not-to-exceed budget of $6,500,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide construction, engineering and inspection services to support the Highway Construction Division with the construction, inspection and administration of the Reams Road Widening Project during staffing shortages.
The services will include construction inspection services, coordination with contractors, review and approval of shop drawings, change orders and pay requests, interpretation of plans and specifications to process requests for information, claims and construction schedule review and recommendations. Services will also include daily inspection services, reporting monitoring work to ensure construction contractor adheres to County and State safety and permitting standards, address citizen concerns, and coordination with stakeholders and others as needed. Additionally, the consultant shall perform geotechnical/material testing services, incidental construction engineering design, and field survey, as may be necessary. This project is located in District 1.
FUNDING:
Funding is available in account number 1023-072-5139-6311.
APPROVALS:
The Highway Construction Division concurs with this recommendation.
REMARKS:
Four proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP. The proposal submitted by Corporate Environmental Risk Management JV Volkert scored too low for Board consideration.
The Procurement Committee evaluated the proposals on July 8, 2026. Commissioner Michael Scott was assigned to the Procurement Committee.
The consensus scores of the Procurement Committee are attached.
