RECOMMENDATION:

Selection of one firm and three ranked alternates to provide Orlo Vista Integrated Water Resources Project, Request for Proposals Y25-809-CC from the following firms listed alphabetically:
• Black & Veatch Corporation
• CHA Consulting, Inc.
• Kimley-Horn and Associates, Inc.
• Tetra Tech, Inc.
Further request the Board to authorize the Procurement Division to negotiate and execute a contract with a design budget not to exceed $3,000,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide professional engineering and surveying services for the construction of the Orlo Vista Integrated Water Resources Project. This project aims to pump excess stormwater from the Orlo Vista pond system into the headwaters of Shingle Creek. The excess stormwater will be withdrawn at the South Water Reclamation Facility to be treated and used as a supplemental source of reclaimed water. This project is located in District 6.
FUNDING:
This project is partially funded through the Florida Department of Environmental Protection Alternative Water Supply Grant and the Community Development Block Grant - Disaster Recovery Grant. Funding is available in account number 4420-038-1411-0078-6310.
DISCUSSION:
The proposals were evaluated by the Procurement Committee on September 24, 2025. Commissioner Christine Moore was assigned to the Procurement Committee.
The consultant shall assist the County by providing design drawings and specifications that meet or exceed the requirements of Utilities’ Standards and Construction Specifications Manual, utilize Utilities Mater CIP Technical Specifications, and standard drawing templates for the construction of water mains, force mains, reclaimed water mains, gravity system, and pump stations.
Four proposals were received in response to this Request for Proposals (RFP). The Procurement Committee evaluated the proposals in accordance with the criteria set forth in this RFP.
