PROCUREMENT:

Work under this contract consists of the construction of a new Master Pump Station (MPS) to provide wastewater transmission capacity and improve the hydraulic conditions in the Orange County Utilities Department East Service Area. The MPS will be located on a 0.66-acre parcel owned by Orange County and within the Storey Park residential development.  This new pump station is proposed to accommodate planned demand increase within the Eastern Services Area. This project is located in District 4.

Two bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bid from Sawcross, Inc was deemed non-responsible for failing to meet all the similar project requirements outlined in the IFB. The bid submitted from TLC Diversified, Inc. is considered reasonable based on comparison to the engineer’s estimate.  References provided were satisfactory for this type of work and TLC Diversified, Inc. has been determined to be responsible. Therefore, award is recommended to TLC Diversified, Inc.
