Approval to award Invitation for Bids Y26-739-GO, Sheriff’s Central Complex Roof Replacement, to the low responsive and responsible bidder, Old World Craftsmen, Inc., in the total contract award amount of $2,429,649.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
Work under this contract involves the roofing replacement of the Orange County Sheriff's central complex which includes the removal and replacement of all roof system components down to the existing deck substrate. All associated metal flashings and sealants which interface with wall transitions and perimeters will be replaced. The project is located in District 6.
FUNDING:
Funding is available in account number 1023-043-2037-3810.
APPROVALS:
The Capital Projects Division concurs with this recommendation.
REMARKS:
Eight bids were received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by 4 Star General Contracting, Inc. was deemed non-responsive for failure to submit a complete bid bond as required in the IFB. Quality Roofing Inc. was deemed nonresponsive for failing to provide references on the reference form, as required in the IFB, and failure to submit a complete bid bond.
On July 21, 2026, a scope confirmation meeting was held with Old World Craftsmen, Inc., at which they confirmed their understanding of the scope and pricing. The bid submitted by Old World Craftsmen, Inc. is considered reasonable based on the engineer’s estimate. References provided were satisfactory for this type of work and Old World Craftsmen, Inc. has been determined to be responsible. Therefore, award is recommended to Old World Craftsmen, Inc.
