Approval of Change Order Number 3, Purchase Order M114783, 2024 Hurricane Season Pumping Support Orlo Vista Flood Mitigation Construction Project, with Thalle Construction Co., Inc. in the amount of $220,038.33, for a revised total amount of $1,574,863.97. PURPOSE:
A change order in the amount of $220,038.33 for the Orio Vista Flood Mitigation Project is needed to cover the cost associated with the following: additional month of bypass pumping (August), grounding (copper wire), concrete flume at 48” RCP, concrete flume at existing sluice gate, and North pond washout repair The additional month of bypass pumping was required to manage pond levels with mobile pumps until the permanent pumps were connected to Duke Power, ensuring maximum storage and flood protection for the 2025 hurricane season. The construction of the two flumes is intended to prevent erosion at the connection between West Pond and Orlo Pond. The electrical inspector requested the installation of copper wire as the preferred option to meet Orange County standards. Finally, the washout repair on the north side of the North Pond is to provide a permanent solution to erosion caused by high water velocities entering the pond from State Road 408.
PREVIOUS ACTIONS TO THIS CONTRACT: The original Emergency Purchase order M114783 was approved by the Board on May 21, 2024, for $610,948.76.
Change Order No. 1 BCC Approved April 8, 2024 Amount: $216,561.00
Covered the costs associated with the following: a) Connecting two temporary pump discharge pipes to the pump station's spare 30-inch spare discharge port and b) Extending the emergency pumping from December 2024 through January 2025 to draw down and maintain the West Pond water level at elevation 62.00 ft.
Change Order No. 2 BCC Approved May 6, 2025 Amount: $527, 315.88
Covered the costs associated with the following: a) Permanently installing the stormwater bypass system; b) Extending the emergency pumping through June 2025 to draw down and maintain the West Pond water level; and c) Extending the builder's risk insurance through the end of the project.
Proposed Change Order No. 3 Amount: $220,038.33
Covers additional month of bypass pumping (August); grounding (copper wire); concrete flume at 48” RCP; concrete flume at existing sluice gate; and North Pond washout repair.
Proposed Final Contract Amount: $1,574,863.97
