Approval of Amendment No.1, Contract Y20-826, Professional Construction Engineering & Inspection (CEI) Services & Resident Compliance Specialist Services for Shingle Creek Trail Phase 1 Segment 2 (from S.R. 528 to Destination Parkway) Construction Project, with CDM Smith Inc., in the amount of $157,253.52, for a revised total contract award amount of $866,041.38 ([Public Works Department Highway Construction Division] Procurement Division)

PROCUREMENT:
The subject LAP-funded CEI contract Y20-826 (430225-5-68-01) was executed before construction of the corresponding construction project was placed on hold in 2021. The construction project has since been re-bid under Invitation for Bids Y24-722. The resulting construction contract was approved for award by the Board and executed on July 20, 2026.
To align the CEI contract with the revised construction schedule, an amendment has been prepared to extend the duration of Contract Y20-826 by 345 days. The amendment will also update the original 2020 unit rates to the negotiated 2026 rates approved by Florida Department of Transportation and their pre-approved multipliers. The proposed amendment does not modify the scope of work and is limited to revising the contract duration and applicable unit rates. This amendment will be fully funded by the LAP Agreement via a Supplemental Agreement.
FUNDING:
Funding is contingent upon the supplemental LAP agreement that is scheduled for Board approval on August 25, 2026.
DISCUSSION:
On October 27, 2020, the Board approved the selection of CDM Smith Inc. and authorized the Procurement to negotiate and execute a contract in the not-to-exceed budget amount of $736,532. The contract was executed on August 19, 2021 in the award amount of $708,787.86.
