PROCUREMENT:
This amendment will provide additional funds to support evidence-based reading and mathematics programming to prevent and mitigate learning loss by strengthening foundational academic skills during the early grades. The investment will expand access to reading instruction for students in kindergarten through second grade and mathematics instruction for students in kindergarten through seventh grade, helping students achieve grade-level proficiency at critical academic milestones. Staff projects the additional funding will support an additional 4,326 hours of service provided to an additional 40 youth.
Under this contract, the agency is currently providing satisfactory services, and programmatic monitoring has demonstrated contract compliance. The additional funding will be sourced from Children’s Services Rollover Funding and must be utilized by the conclusion of the contract year, ending December 31, 2026.
APPROVALS:
The Citizens’ Commission for Children Advisory Board recommended the investment of Children’s Services funding in community-based learning loss prevention services. The Citizens’ Commission for Children Division (CCC) concurs with the funding recommendation. The IMPACT Outreach Ministry of Central Florida, Inc. has been funded for community-based and academic support programming since 2019 and has demonstrated satisfactory compliance with prior contracts awarded.
REMARKS:
In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and non-profit organizations are excluded from competitive procurement requirements.
On December 12, 2023, the Board authorized award of Contract Y24-2027, Provision of Community Services and Facility Use to The IMPACT Outreach Ministry of Central Florida, Inc. in the total contract award amount of $450,000.
Continued investment in learning loss prevention programming will help strengthen foundational literacy and mathematics skills, improve academic performance, increase proficiency on standardized assessments, support grade promotion, and contribute to higher graduation rates and long-term student success.
The IMPACT Outreach Ministry of Central Florida, Inc. has implemented a comprehensive outreach strategy to promote program awareness and maximize participation among eligible students and families. Outreach efforts include collaboration with public and private elementary and middle schools, distribution of printed and electronic informational materials, social media, neighborhood-based communications, and informational sessions with school administrators and guidance counselors. Constituents may access services by contacting the agency directly or may contact the CCC for referral.
In addition to marketing strategies employed by the agency, the CCC offers a comprehensive resource directory of all funded programming published on the CCC web page, located at www.ocfl.net/ccc <http://www.ocfl.net/ccc>. Through this directory, constituents may search for funded services within a specific distance of their home, place of work, or other address of significance.
Additionally, the CCC has contracted community engagement specialists, located primarily in east and west Orange County, for service delivery to benefit citizens with an emphasis on maintaining contact with community groups, parents, and other caregivers, providing support to residents, as well as evaluating and responding to community needs concerning children.
Finally, the CCC maintains an electronic e-mail distribution database, and distributes shared resources and information submitted by community non-profits monthly. This method allows funded and non-funded service providers the opportunity to learn about services, events, and/or special projects that may benefit the community at large.
Services will primarily be provided at the following locations:
• 512 South Parramore Avenue Orlando, Florida 32805, in Commission District 6
• 1705 Rose Boulevard, Orlando, Florida 32839, in Commission District 6
This funding award is not inclusive of all reading and math coaching programming funded by Orange County Government. A comprehensive listing can be found in Attachment A. All eligible Orange County residents may have access to funded programs/services.
