PROJECT: First Amendment to Program Administration Subrecipient Agreement - Grand Avenue Economic Community Development Corp.
PURPOSE: On January 23, 2023, Orange County received an allocation of $2,161,534 as part of the Hurricane Housing Recovery Program (HHRP). The HHRP funds were to be administered in accordance with the State Housing Initiative Partnership Program requirements to address damage to the affordable housing stock caused by Hurricane Ian and/or Nicole. Some of the eligible purposes for the expenditure of funds include repair and replacement of housing, including rental and owner-occupied units. On December 17, 2024, the County entered into a program administration subrecipient agreement with Grand Avenue Economic Community Development Corp. (the Agency) to utilize a portion of HHRP funds for the costs associated with the Rental Housing Rehabilitation Program for qualified very low- to low-income individuals affected by Hurricane Ian. More specifically, the Agency was awarded $490,200 to implement a Rental Housing Rehabilitation Program to repair weather damage on 180 units of the Maxwell Gardens apartment complex, which provides permanent housing to very low and low-income households. The Agency completed rehabilitation activities under budget with some unspent funds remaining. To utilize the unspent funds and provide additional weather-related work, the agency requested additional scope of work to include replacement of air conditioning units and roof replacement on one or more buildings and a completion date extension until December 31, 2025. The proposed changes to the Agreement require the First Amendment to Program Administration Subrecipient Agreement be approved by the Board.
