Selection of one firm and an alternate to provide Final Engineering Design Services for the West Orange Trail - Phase 4B, Request for Proposals Y25-802-MB from the firms listed alphabetically:
• Avcon, Inc.
• WBQ Design & Engineering, Inc.
Request Board authorization for the Procurement Division to negotiate and execute a contract with a not to exceed budget amount of $2,130,912. Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The Consultant shall provide final engineering design and construction plan preparation and shall perform those engineering services required to prepare a complete set of contract documents (plans and specifications) as described in the Request for Proposals (RFP).
The Consultant shall use the design concepts provided in the West Orange Trail Extension Study prepared by MetroPlan Orlando and meet the requirements of the State-Funded Grant Agreement as approved by the Board of County Commissioners and the Florida Department of Transportation. The Consultant shall perform the required engineering services utilizing all the applicable materials and data collected and provided in the study. This project is located in District 2.
FUNDING:
Funding is available in account number 8750-062-1904-6310, in the amount of $640,080, provided by a Florida Department of Transportation State-Funded Grant.
Remaining local funds are available in account number 1265-062-1904-3810.
DISCUSSION:
Two proposals were received in response to this RFP and were evaluated in accordance with criteria set forth in the RFP.
The proposals were evaluated by the Procurement Committee on February 12, 2025. Commissioner Nicole Wilson was assigned to the Procurement Committee.
