Further request authorization for the Procurement Division to renew the contract for four additional one-year terms. PROCUREMENT:
This contract will provide prescribed fire burning and burning preparation activities in different plant communities on Orange County properties. The goals are to increase biological diversity, enhance threatened and endangered species’ habitat, mimic natural processes, and reduce excessive fuel loads.
FUNDING:
Funding is available in account number 1026-068-1978-3197.
APPROVALS:
The Environmental Protection Division and Business Development Division concur with this recommendation.
REMARKS:
This contract will be used for Green PLACE property conservation lands to provide professional services that include implementation of prescribed burning and prescribed burning preparation activities in different plant communities on Orange County properties Green PLACE Program properties.
The contractor will conduct prescribed burning and prescribed burning preparation activities in different plant communities on Orange County properties. Prescribed burning is used to maintain native plant species composition and structure. The Division’s goals are to increase biological diversity, enhance threatened and endangered species’ habitat, mimic natural processes, and reduce excessive fuel loads. These goals can be accomplished if units are burned with appropriate intensity to produce desired effect, including varying degrees of duff removal, understory consumption, and overstory kill. In addition, pile burning activities will be necessary in some instances for restoration and maintenance purposes.
Firing techniques will depend on the objectives of the Division, time since last burn, and vegetative structure and fuel arrangement. Restoration burns can be accomplished at any time; however, maintenance burns may be selected for specific seasons. After winter burns are conducted on certain subunits for fuel load reduction, an emphasis will be placed on growing season burns wherever possible; however, winter burns are acceptable if approved by the Division.
Three bids were received in response to this Invitation for Bids. Bird Dog Fire and Land Management, Inc. and Habitat Restoration & Wildlife Protection Services, LLC were determined to be non-responsive for failing to submit the correct Bid Response Form, per Addendum No. 1. The bid received from Green Environmental Management, LLC was determined to be fair and reasonable. Reference checks conducted confirmed they were responsible and reliable. Therefore, award is recommended to Green Environmental Management, LLC.
