Approval to award Invitation for Bids Y25-1068-CR, Stormwater Pipe Video Inspection, Cleaning, Sealing and Related Services to the two low responsive and responsible bidders, Flotech Environmental, LLC, in the estimated contract award amount of $9,438,869.50 for a five-year term, and Envirowaste Services Group, Inc., in the estimated contract award amount of $9,579,046 for a five-year term. PROCUREMENT:
Work under these contracts shall consist of providing all labor, materials, equipment, and incidentals necessary to inspect, clean, and seal existing stormwater lines, manholes, and catch basins, as well as detect and fill voids and grouting. Work shall be issued on an as-needed basis throughout Orange County.
FUNDING:
Funding is available in account number 1002-072-2906-3816.
APPROVALS:
The Roads and Drainage Division concurs with this recommendation.
REMARKS:
Five bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Price reasonableness was established by comparison to the engineer's estimate and consideration of market factors. A scope meeting was conducted with Flotech Environmental, LLC, as well as Envriowaste Services Group, Inc., during which both bidders confirmed their understanding of the scope of work and each expressed confidence in the pricing submitted.
Multiple awards are necessary as this will allow the County the flexibility to have alternate contractors when the lowest bidder cannot perform the required work, but also the ability to select the most cost effective alternative for the services. This would also decrease the cost to provide services, reducing safety and liability issues to the County while eliminating the current gap for services when other contracts have been maxed out or when contractors have exceeded available resources.
Flotech Environmental, LLC and Envirowaste Services Group, Inc. have a satisfactory record of performance for this type of work and have been determined to be responsible. Reference checks confirm each bidder established history of performing video inspection, cleaning and sealing services for the County and Flotech Environmental, LLC and Envirowaste Services Group, Inc. both have met the similar project criteria as outlined within the IFB. Therefore, award is recommended to Flotech Environmental, LLC and Envirowaste Services Group, Inc.
