PROJECT: 2026-2027 Annual Action Plan
PURPOSE: The Housing and Community Development Division has developed the 2026-2027 Annual Action Plan for housing and community development programs funded through the United States Department of Housing and Urban Development (HUD). The Annual Action Plan is the operating plan designed to identify specific activities that Orange County intends to pursue through the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and other state and local housing and community development programs, to address the objectives identified in the 2022-2026 Orange County Consolidated Plan.
The Action Plan will cover the period starting October 1, 2026, through September 30, 2027. A considerable amount of public participation and consultation was solicited in the development of the Annual Action Plan including:
1) Two public notices were advertised in the local newspaper to inform the public;
2) Four pre-award technical assistance workshops were conducted in-person, on Tuesday, March 10, 2026;
3) A public hearing with the Community Development Advisory Board was conducted on June 17, 2026 to receive public input on the Annual Action Plan;
4) Action Plan Executive Summary was available on the Orange County’s website, and at the Orange County Public Library and Housing and Community Development Division offices; and
5) A 30-day public comment period was provided to solicit comments on the draft Annual Action Plan.
The Annual Action Plan will provide much needed services to the homeless, disabled, elderly and low-income residents of Orange County. The Annual Action Plan includes funding from CDBG in the amount of $7,290,989; HOME Investment Partnerships Program in the amount of $2,710,187.79; and Emergency Solutions Grant in the amount of $653,837. The proposed budget for the Annual Action Plan includes the projects and activities that will be implemented during Fiscal Year 2026-2027. Additionally, the budget includes reprogrammed HOME Funds (prior to 2026) of $500,00 for a total budget of $11,155,013.79. The 2026-2027 Annual Action Plan Budget will be submitted to the HUD for approval on or before August 15, 2026.

Project Description: Construction of the Goldenrod Village Housing Navigation Center - a new 150-bed facility to provide temporary housing and wraparound services to stabilize individuals experiencing homelessness and connect them to permanent housing solutions.

Project Description: The Forever Home Project-rehabilitation of an animal barn facility used as part of an agriculture-based employment skills training and day habilitation program for adults with significant disabilities.
