Approval and execution of (1) License Agreement by and between Florida Central Railroad Company, LLC and Orange County, Florida ORAN-60-354, (2) License Agreement by and between Florida Central Railroad Company, LLC and Orange County ORAN-14-355, and (3) License Agreement between Florida Central Railroad Company, LLC and Orange County Florida ORAN-64-356, in the total amount of $94,500, all for the construction and maintenance of a drainage conveyance system in addition to a conduit and a pedestrian signal within the railroad right of way on the extension of All American Boulevard. PURPOSE:
The Public Works Department is currently constructing All American Boulevard, a new four-lane urban section roadway from the intersection of Edgewater Drive and Clarcona Ocoee Road to just west of Forest City Road. This project is being constructed together with improvements to the contiguous western segment of Kennedy Boulevard that extends from just west of Forest City Road to Kingston Court. The projects have a combined length and construction cost of 1.9 miles and approximately $41.6M, respectively.
Three agreements with Florida Central Railroad Company, LLC (FCEN) were previously approved by the Board in December 2025. Those agreements facilitate the current construction, use and maintenance of a new railroad crossing, and an existing railroad crossing as part of the All American Boulevard Project.
The above captioned license agreements were negotiated with FCEN for the construction and maintenance of drainage conveyance systems together with an underground conduit and a pedestrian signal within the railroad right of way on All American Boulevard. These agreements are outside of the scope of the previously approved license agreements.
License Agreement ORAN-60-354 provides for construction and maintenance of an underground 36” steel pipe for drainage system conveyance. The cost for this license is a one-time fee of $30,000 plus an application and document processing fee of $1,500 payable to FCEN.
License Agreement ORAN-14-355 provides for the construction and maintenance of drainage structures and reinforced concrete pipes, inlets and manholes parallel to the FCEN tracks within the railroad right-of-way. The cost for this License is a one-time fee of $30,000 and an application and document processing fee of $1,500 payable to FCEN.
License Agreement ORAN-64-356 provides for construction and maintenance of an underground interconnect conduit and installation of a pedestrian signal system. The cost for this License is a one-time fee of $30,000 and an application and document processing fee of $1,500 payable to FCEN.
These agreements have been reviewed by the Public Works Engineering Division, Risk Management Division, and the County Attorney’s Office.
The Public Works Department recommends approval of all three Agreements.
