Award of Invitation for Bids Y26-1008-LS, Commercial Interior and Exterior Painting Services for Facilities Management to the low responsive and responsible bidders, Quick Painting Group Corp, in the estimated contract award amount of $3,000,000 for a five-year term, RMK Consulting LLC dba Kodiak Property Maintenance, in the estimated contract award amount of $3,726,787.50 for a five-year term, and Greg Brown Painting Co, LLC, in the estimated contract award amount of $3,976,875 for a five-year term.
In the event the bidder(s) recommended above fail to achieve timely compliance with pre-award deliverables, as defined In the Invitation for Bids, including, but not limited to State Division of Corporations registration, E-verify, Insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid evaluation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts will provide interior and exterior painting services for various facilities throughout Orange County. Contractors shall be responsible for all supplies, materials, tools, equipment, labor, transportation, and incidentals inclusive of all cost to provide the interior and exterior painting services for the Facilities Management Division.
FUNDING:
Funding is available in account numbers 0001-043-1713-3810, 0001-043-1715-3810, 0001-043-1717-3810, 0001-043-1718-3810, and 0001-043-1719-3810.
APPROVALS:
The Facilities Management and Business Development Divisions concur with this recommendation.
REMARKS:
A total of 18 bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. AviOsp Solutions LLC and EGE Painting LLC were deemed non-responsive for failing to submit employee work lift certifications and product specification sheets as required by the IFB.
Reference checks confirmed that each of the recommended bidders have satisfactorily performed services and met the similar project requirements as prescribed in the IFB. Therefore, Quick Painting Group Corp, RMK Consulting LLC dba Kodiak Property Maintenance, and Greg Brown Painting Co, LLC have been determined to be responsible and are hereby recommended for contract award.
