SUBJECT: Selection of Firms, Request for Proposals, Y24-905-CR, Continuing Professional Transportation Planning Services
RECOMMENDATION:title
Selection of three firms and an alternate to provide Continuing Professional Transportation Planning Services, Request for Proposals Y24-905-CR, from the following firms listed alphabetically:
• HDR Engineering, Inc.
• Kittelson & Associates, Inc.
• Traffic & Mobility Consultants LLC.
• Vanasse Hangen Brustlin, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute the final contracts to establish hourly rates for future requirements for an initial one-year term with two one-year renewals.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
The contracts will provide professional transportation services to support the development and operation of a safe and efficient multimodal transportation network that integrates transportation and land use within Orange County. The projects will be located throughout Orange County.

DISCUSSION:
Proposals were evaluated by the Procurement Committee on June 19, 2024. Commissioner Maribel Gomez Cordero was assigned to the Procurement Committee.
Services will be assigned as needed and accomplish a specific task described in a detailed scope of work for the task. The tasks to be conducted under this contract may include, but are not limited to, Comprehensive Plan and Development review, transportation systems management and operations studies/modeling support, multimodal planning, visualization and public involvement and administrative services.
Four proposals were received in response to this Request for Proposals (RFP) and were evaluated in accordance with the criteria contained in the RFP. The scores of the Procurement Committee are attached.
