The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. Please contact our office if you need an accessible version of documents on this page, and one will be provided.

PROCUREMENT:

This amendment will extend the contract for the period of September 1, 2025 through August 31, 2026 to ensure continuity of operations while a procurement process is completed.  Procurement has received a timely protest to the re-solicitation, which must be resolved before the award recommendation can be advanced for Board consideration.  This extension will allow  for continuity of operations and a smooth transition to a new contract. The projected revenue generated for the one-year extension time frame is approximately $5,660,086.

 

FUNDING:

Funding is available in account number 1002-072-2718-3197.

DISCUSSION:

On September 9, 2013, the Board approved the selection of American Traffic Solutions, Inc., and authorized the Procurement Division to execute a contract in the amount of $15,784,320 for a four-year term and authorized the Procurement Division to exercise three two-year renewals.  The contract encompasses services related to red-light enforcement systems for signalized intersections throughout Orange County.

The requested extension will provide the necessary continuity in safety coverage at critical intersections, ensuring that we maintain our commitment to public safety during this transition period, and ensure that there is no gap in coverage, preventing any potential disruption in the enforcement of traffic safety measures. 

In accordance with Florida Statute 316.0776(3)(c), contract award and renewals for red light enforcement systems require Board approval.

Previous contract amendments are as follows:

Amendment No. 1:  Added the relocation of cameras located at four sites to four new sites, converted remaining cameras to new contract Y12-1099, and requested assistance with a public information campaign and public outreach.  This amendment increased the contract by $1,483,250, for a revised estimated contract amount of $17,267,570.

Amendment No. 2: Renewed the contract for the period of September 9, 2017 through September 8, 2019.

Amendment No. 3: Renewed the contract for the period of September 9, 2019 through September 8, 2021, and added the upgrade to all 57 locations with new hardware and software.

Amendment No. 4: Renewed the contract for the period of September 9, 2021 through September 8, 2023.

Amendment No. 5:  Extended the contract for the period of September 9, 2023 through March 1, 2024 to award Request for Proposals (RFP) Y23-192.  The RFP was subsequentially cancelled on January 19, 2024, in order to add new approved statutes to a new solicitation.

Amendment No. 6:  Extended the contract from March 2, 2024 through March 1, 2025 to allow time to award RFP Y24-1099, which closed January, 2025.

Amendment No. 7:  Extended the contract from March 2, 2025 through August 31, 2025 to allow for the readvertisement of contract Y24-1099.
