Approval to award Contract Y25-174 for EMS Patient Care Reporting, with ESO Solutions, Inc., in the estimated contract award amount of $175,064.24 for a one-year term. Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms. ([Fire Rescue Department Operations Division] Procurement Division)

PROCUREMENT:
This contract will provide EMS patient care reporting for the period of January 7, 2025 through January 6, 2026.
FUNDING:
Funding is available in account number 1009-034-0652-3192.
APPROVALS:
The Fire Rescue Department concurs with this recommendation.
REMARKS:
ESO Solutions, Inc. is the sole provider of their Electronic Health Record (EHR) product and its associated modules and integrations. The EHR system used has exclusive technology for the transfer of patient care data through the mobile-to-mobile encrypted process. This program meets local, state, and federal requirements for medical reporting of all patients within the Orange County Fire Rescue Department system. The EHR system is the only hospital approved software for the Health Data Exchange process which enables the sharing of data pertaining to the outcome of patients with first responders.
This software Health Data Exchange provides responders with direct access to patient outcomes which enhances the knowledge and experience of Orange County Fire Rescue Department staff.
Price reasonableness was established by comparison to the Marion County contract for similar services. The pricing is based on a cost per incident and reflects a new incident volume pricing scale from the previous agreement with ESO Solutions, Inc.

2023 cost $1.03 per Patient Care Report
2024 cost $1.06 per Patient Care Report
2025 cost $1.12 per Patient Care Report - reflects new incident volume pricing scale
Marion County Fire Rescue:
2024 cost $1.10 per Patient Care Report
