Approval to award Invitation for Bids Y25-1048-KC, Landscape Maintenance - Water Treatment Facilities for Orange County Utilities, to the low responsive and responsible bidders by lot as follows: Helping Hand Lawn Care LLC in the estimated contract award amount of $1,958,710 for a five-year term for Lot A; Premier Lawn Maintenance, LLC in the estimated contract award amount of $700,148.60 for a five-year term for Lot B; and Helping Hand Lawn Care LLC in the estimated contract award amount of $1,836,450 for a five-year term for Lot C.
In the event the bidders recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to State Division of Corporations registration, E-Verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid evaluation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The contracts provide all labor, materials, equipment, supervision, and other resources necessary to perform landscaping services at water treatment facilities in Orange County. These services include detailed landscaping, mowing, edging, weed control, irrigation, litter and grass clipping removal, and general grounds maintenance.
FUNDING:
Funding is available in account number 4420-038-1324-3810.
APPROVALS:
The Water Division concurs with this recommendation.
REMARKS:
Six bids were received in response to this Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. Aristocuts Lawn and Garden Services, Inc. was deemed non-responsive for failure to submit a completed compliance packet as required in the IFB. Eco Property Solutions, LLC was deemed non-responsive for failure to meet license requirements prescribed in the IFB.
A timely protest was filed by Aristocuts Lawn and Garden Services, Inc. In accordance with the Procurement Ordinance, a protest review was held by the Procurement Manager on April 17, 2026, and the decision was rendered to deny the protest. No appeals were received.
Helping Hand Lawn Care LLC submitted the lowest responsive and responsible bids for Lots A and C, and Premier Lawn Maintenance, LLC submitted the lowest responsive and responsible bid for Lot B. Helping Hand Lawn Care LLC and Premier Lawn Maintenance, LLC demonstrated the required experience, qualifications, satisfactory references, and appropriate licensure to perform the services. Price reasonableness was established through comparison with prior contract pricing, and current market conditions.
In accordance with the solicitation provision limiting award for each respondent to a maximum of two lots. Awards are recommended as follows: Lot A to Helping Hand Lawn Care LLC, Lot B to Premier Lawn Maintenance, LLC, and Lot C to Helping Hand Lawn Care LLC, ensuring compliance with the solicitation criteria while providing the lowest estimated total cost for each lot.
