The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PROCUREMENT:

This amendment adds federal funding and renews the contract for the performance period from August 31, 2024, through August 30, 2025.  Additionally, Exhibit B, Revision 2, Budget will be replaced with Exhibit B, Revision 3, Budget. 

FUNDING:

Funding is available in account numbers 7170-062-7504-8610 and 0001-062-2501-8610 and through County General Revenue Funds and Federal funds issued by the U. S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA).

APPROVALS:

The Mental Health and Homelessness Division concurs with this recommendation.

 

REMARKS:

On December 14, 2021, the Board authorized award of Contract Y22-2001 with Kinder Konsulting & Parents Too, Inc. in the total contract award amount of $1,047,362, for a one-year term.

Historical relationship with Orange County and the community.  This is the final year of a four-year grant for the implementation of a comprehensive early childhood system with Kinder Konsulting & Parents Too, Inc, who has provided these services since August 2021.  The early childhood system is focused on improving coordination and collaboration across child and family serving systems, offering early assessment/identification and referrals to treatment.  This project provides evidence-based practice interventions and strengths infrastructure for the identified families, partners, and systems.  Additionally, this contract will continue to expand and follow the recommendations of the Orange County Mental and Behavioral Health System of Care Community Analysis Report.

Program Goals. Goals include early identification of social, emotional, developmental issues in young children, improved access to mental health and related services, and the provision of evidence-based practices for children and families.   

 

Enrollment/referral criteria. Criteria includes any child ages 0-8 that is exhibiting a social, emotional, and/or developmental issue.     

 

Referrals/how people know about the services. Kinder Konsulting & Parents Too, Inc receives and accepts referrals from early childhood centers, early Head Start and Head Start, elementary schools, pediatric offices, community health centers and self-referrals, as well as other child serving systems.  The provider advertises to these entities about the services they offer.  

 

Financial. A portion of the contract is funded by federal dollars from SAMHSA and a portion funded by Orange County General Revenue allocated as a recommendation of the Orange County Mental and Behavioral Health System of Care Community Analysis under the leadership of the Mayor and Board.

 

Previous amendment to the contract is as follows:

Amendment No. 1: Revised the sub-award budget line from 001-062-7500-3197 to 7170-062-7501-8610 and revised the County award budget line from 0001-062-2519-3197 to 0001-062-2519-8610. The contract amount remained unchanged.

Amendment No. 2: Renewed the contract and extended the performance period from August 31, 2022, through August 30, 2023, with an increase of $1,967,125, for a revised total contract amount of $3,014,487. Replaced Scope of Services Exhibit A with Revision 1 and replaced Budget Exhibit B with Revision 1.

Amendment No. 3: Renewed the contract and extended the performance period from August 31, 2023, through August 30, 2024, with an increase of $1,617,125, for a revised total contract amount of $4,631,612. Replaced Scope of Services Exhibit A with Revision 2 and replaced Budget Exhibit B with Revision 2.
