Selection of one firm and two ranked alternates to provide Design and Engineering Services for I-4/Sand Lake Road Interchange Gateway improvements Request for Proposals Y26-808-GO, from the following firms listed alphabetically:
• Kimley-Horn and Associates, Inc.
• Metric Engineering, Inc.
• Vanasse Hangen Brustlin, Inc.
Further request Board authorization for the Procurement Division to negotiate and execute a contract within a not-to-exceed budget of $620,000.
Further request Board authorization for the Procurement Division to formally terminate negotiations with the top ranked firm, if we are unable to come to a favorable negotiated agreement, and commence negotiations with the next ranked alternate, until a successful negotiation is reached. PROCUREMENT:
This contract will provide professional engineering services for the final design of I-4/Sand Lake Road Interchange Gateway Improvements on Sand Lake Road from Turkey Lake Road to International Drive. The Consultant shall provide professional services that will include, but not be limited to, landscape design, hardscape design, irrigation design, temporary traffic control plan development, coordination with utility companies, state and local agencies. The public information program will include up to 10 small group meetings, meetings with stakeholders, newsletters, and a website.
FUNDING:
Funding is available in account number 1246-072-2894-6310.
DISCUSSION:
Four proposals were received in response to this Request for Proposals (RFP) and evaluated in accordance with the criteria set forth in the RFP. The proposal from Chen Moore and Associates, Inc. scored too low for Board consideration.
The Procurement Committee evaluated the proposals on July 8, 2026. Commissioner Kelly Martinez Semrad was assigned to the Procurement Committee.
