PURPOSE:
The Bonnie Brook subdivision in Orange County is located within a topographic low area and is almost entirely within the floodplain. The subdivision is bordered by the Shingle Creek floodway and wetland system to the west, Primary Drainage Canal #9 (West Ridge Outfall Canal) to the east, and Primary Drainage Canal #10 to the south. This area has experienced numerous flood events, including significant structural flooding following Hurricane Ian.
In August 2023, Orange County submitted an application for Hazard Mitigation Grant Program (HMGP) funding authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act following the Presidential Disaster Declaration for Hurricane Ian (FEMA-4673-DR-FL).
The proposed project will reduce flood risk within the Bonnie Brook subdivision by constructing a new stormwater pump station and upgrading an existing pump station to improve stormwater conveyance. The project is expected to provide varying levels of flood protection to numerous residential structures while maintaining compliance with National Flood Insurance Program (NFIP) and local floodplain management regulations.
On March 13, 2026, the Florida Division of Emergency Management (FDEM), Mitigation Bureau, Hazard Mitigation Grant Program, notified Orange County (legal name - Orange County, Florida) that Phase 1 of the project was approved for Federal Emergency Management Agency (FEMA) funding and assigned FEMA Project Number 4673-205-R. Orange County, as the subrecipient, will conduct Phase 1 activities, which include preliminary engineering design, engineering calculations, surveys, permitting, and required public notices. Construction activities are not authorized under this phase of funding.
On April 22, 2026, FDEM issued Subrecipient Agreement Number H1321 to Orange County. The agreement has been reviewed and approved by the Risk Management Division and the County Attorney’s Office.
