Approval of Contract Y25-199, Medical Services for Corrections Health, Medical Clinic and Ryan White Programs, with Adventist Health System/Sunbelt, Inc, in the estimated contract award amount of $2,500,000 for a one-year term.
Further request Board authorization for the Procurement Division to renew the contract for four additional one-year terms. ([Health Services Department Fiscal and Operational Support Division] Procurement Division)

PROCUREMENT:
This contract will provide medical services for Corrections Health, the Medical Clinic, and the Ryan White Program. Adventist Health System/Sunbelt, Inc. will provide inpatient/outpatient care for patients as well as emergency department services. Payment under this contract will be adjudicated and processed by the contracted Third-Party Administrator for the Health Services Department. The period of performance is March 1, 2025 through February 28, 2026.
FUNDING:
Funding is available in account numbers 0001-060-3806-3195, 0001-060-2502-3195, and 7014-060-7302-3195. Funding is provided in part through the Health Resources and Services Administration of the U.S Department of Health and Human Services.
APPROVALS:
The Health Services Department concurs with this recommendation.
REMARKS:
In accordance with the Code of Ordinances, Part I, Chapter 17, Article III, Section 17-286 - Application and exclusions, agreements between the Board and nonprofit organizations are excluded from competitive procurement requirements.
This contract provides inpatient/outpatient, as well as emergency department services, for patients who have been arrested and booked into the Orange County Corrections Department who have been referred by the Medical Clinic or are part of the Ryan White Program. Adventist Health System/Sunbelt, Inc. will conduct case management and discharge planning activities and ensure medical discharge orders including the medical record are provided to ensure continuation of care.
Adventist Health System/Sunbelt, Inc. also has multiple locations throughout the Ryan White service area which consists of Orange, Osceola, Lake, and Seminole counties to ensure all clients have access to high quality care.
The Health Services Department has a similar contract with Orlando Health, Inc. to provide the same services.
