Approval and execution of Agreement between Orange County, Florida and The Florida State Lodge Fraternal Order of Police, Inc. Lieutenants (B-Unit) Fiscal Years 2026-27 through 2028-29. (Human Resources Division)

PURPOSE: The Florida State Lodge Fraternal Order of Police, Inc., (FOP Lieutenants) represents a bargaining unit comprised of all employees of the Orange County Corrections Department in the job classification of Correctional Lieutenant (B-Unit). The County’s negotiation team and the FOP have reached concurrence on a three-year agreement, which covers the period of October 11, 2026 through September 30, 2029. Year three of the agreement only provides for re-opener negotiations for Articles 18 (Wages) and 19 (Work Day, Work Period, Pay Period, Extra Duty). The Agreement was successfully ratified by union membership on August 19, 2026. In communicating the successful ratification, the FOP expressed its sincere appreciation for the continued support and efforts of the Executive Management team and County Administration, recognizing their contributions to achieving this agreement and expressing its optimism for a positive future.
Subject to Board approval, the Agreement grants all eligible bargaining unit employees wage increases as summarized in the paragraphs below and changes the duration of the agreement to September 30, 2029. In addition, the changes to the agreement include modifications to processes related to vacation scheduling, bid assignments, other incentive-based compensation programs, and other changes which assists in effectively administering the Agreement.
For Fiscal Year 2026-27, the agreement grants all eligible bargaining unit employees in the bargaining unit as of June 6, 2026, and continuing to be in the bargaining unit, on the active payroll, who meet or exceed the performance requirements of the position on the annual evaluation, at least an 11.0% Base Wage increase in accordance with the parties agreed-to wage sheet. Bargaining unit employees entering the bargaining unit after June 6, 2026, will receive a 4.0% wage increase, or the minimum of the range, whichever is greater.
For Fiscal Year 2027-28, the agreement grants all eligible bargaining unit employees on the active payroll, who meet or exceed the performance requirements of the position on the annual evaluation, a 5.0% Base Wage increase subject to the pay plan maximums. All lump sum portions of the Base Wage increase will be paid as outlined in the bargaining unit agreement.
For Fiscal Year 2028-29, the agreement provides for a Wage Re-Opener Negotiations, which will include one other agreed upon article.
Implementation of the agreement will be coordinated between Human Resources and the Comptroller’s Payroll Department following the approval by the Board.
