Approval to award Invitation for Bids Y25-772-EB, Cypress Grove Park Trellis Replacement, to the low responsive and responsible bidder, Core Engineering & Construction, Inc., in the total contract award amount of $543,434.99.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to Department of State registration, E-Verify, insurance and bonds, further request Board authorization to award to the next low responsive and responsible bidder as listed in the bid tabulation herein to the extent practicable and advantageous to the County. PROCUREMENT:
Background:
The Estate House at Cypress Groves Park is operated by the County through a concessionaire contract. The contractor staffs the estate house and kitchen and hosts over 100+ weddings per year. The trellises by the lake are a high demand venue along with the historic home for weddings.
Project information:
The project consists of the demolition and replacement of four (4) existing wood trellises that have been in place since 2010. The existing trellises have reached the end of their useful life; the rotted wood structures are safety concern and need to be replaced. There are two large, covered trellises 24’x8’, 16’x10’ and two large archway trellises 7’6”x3’6”and 8’x7’4” used for ceremonies. The trellises are used by citizens for weddings throughout the year.
The project will include the installation of new trellises of the same size; however the new trellises will be constructed of powdered coated aluminum and will include power and lights.
• The 24’x8’ trellis requires complete demolition and replacement of the existing concrete foundation.
• The 16’x10 trellis requires removal and replacement of brick walkways.
• The 7’6”x3’6”and 8’x7’4” requires removal and replacement of brick columns
The aluminum structures will require minimal maintenance, which will ensure this high demand feature stays open for the park. This project will enhance the parks’ efficiency and safety of the visitors. This project is located in District 3.

APPROVALS:
The Facilities Management Division concurs with this recommendation.
REMARKS:
Seven bids were received in response to this Invitation for Bids (IFB) and were evaluated for responsiveness, responsibility, and price reasonableness. The bid submitted by Next Dimension Construction and Roofing was approved to withdraw from consideration. The bids submitted by Tyrell Enterprises LLC, SA Casey Construction, Boyer Building Corporation and HRS Construction were deemed non-responsive for failure to meet the similar project criteria established in the IFB. The bid submitted by Core Engineering & Construction, Inc. is considered reasonable based on bid results, engineer’s estimate and current market conditions. The references provided were satisfactory for this type of work and Core Engineering & Construction, Inc. has been determined to be responsible. Therefore, the award is recommended to Core Engineering & Construction, Inc.
