PROJECT: N/A
PURPOSE:
Orange County Public Works (County) plans to widen Taft-Vineland Road, from west of Orange Blossom Trail to General Drive, from a two-lane roadway to a four-lane urban section roadway. The Florida Department of Transportation, Florida’s Turnpike Enterprise (FTE), is concurrently proposing a new interchange at Taft-Vineland Road contiguous to the eastern limit of the County’s project.
FTE has agreed to construct the County’s proposed Taft Vineland Road project together with its proposed new interchange project at the County’s cost and expense. The terms and conditions of the joint project are detailed in a Memorandum of Agreement (MOA), a Locally Funded Agreement (LFA) and a Three Party Escrow Agreement (Escrow Agreement). The attached MOA outlines the responsibilities of each agency for the design, permitting, and right-of-way conveyances associated with its respective project. The MOA also defines the long-term maintenance responsibilities of each agency.
The attached LFA and Escrow Agreement summarize the process by which Orange County will convey its share of project funding to FTE, initially estimated as $15,826,217, subject to change based on the actual construction bid amount received by FTE, and the obligations each party has in relation to project funding.
The Engineering Division, Real Estate Management Division, Risk Management Division, and the County Attorney’s Office find the terms of the agreements acceptable and recommend approval.
