PROCUREMENT:

This contract will provide services for hearing, vision, and speech testing for children and youth, 0 through 18 years of age who reside in Orange County, Florida. The funding will be utilized for clinical supplies, hearing/vision testing equipment, glasses for students, and supplies. The testing will be carried out by advance practice registered nurses and a Health Tech Support Team throughout the program. The performance period will commence upon contract execution through December 31, 2027.

FUNDING:

Funding is available in account number 0001-062-2556-8120.

APPROVALS:

The Citizens’ Commission for Children Advisory Board approves this allocation of Children Services rollover funding to be utilized for this contract.

REMARKS:

In accordance with the Code of Ordinances, Part 1, Chapter 17, Article III, Section 17-286 - Application and Exclusions, agreements between the Board and government agencies are excluded from competitive procurement requirements.

Early detection of hearing and vision impairments in children through screenings helps in preventing permanent hearing, language, and developmental delays. This proactive approach also reduces the likelihood of children being lost to follow-up or developing postnatal hearing and vision issues. By implementing early detection screening programs, children with deficiencies can be identified, and their families be provided with the necessary resources to address or manage the problem effectively.

Screenings are taking place in a variety of settings including the Orange County Health Department, Back to School fairs, Neighborhood Centers for Families (NCF) and cover all commission districts.

Since inception, the Florida Department of Health has experienced great success in connecting Orange County residents with these valuable services.  To date, over 2000 individuals have been served.

The agency anticipates serving at least 5,000 unduplicated participants throughout the year.  Funding will also support students participating in the following events and/or locations:

Several mechanisms are in place for referrals.  NCF can be contacted directly to schedule an appointment at a site convenient for the family.  All residents in attendance at the Back to School fairs may seek services and appointments can be made at the Orange County Health Department central office.
