The Clerk of the Board is responsible for keeping accurate minutes and maintaining Board records for each Board of County Commissioner (BCC) and Value Adjustment Board (VAB) meeting. In addition, every 4 years, the Clerk of the Board office provides staff support to the Charter Review Commission (CRC) appointed by the BCC. PURPOSE: In April 2024, Orange County’s EMS, Office of the Medical Director Division notified Orange County’s Emergency Medical Services Advisory Council (EMSAC) that The Nemours Foundation d/b/a Nemours Children's Hospital, Florida had applied for a certificate of public convenience and necessity to provide interfacility advanced and basic life support transport services in Orange County, Florida. Pursuant to Section 20-95 of the Orange County Code, EMSAC met on May 15, 2024, to evaluate the countywide emergency medical services system and review Nemours’ application to expand the system by issuing an additional COPCN to provide interfacility advanced and basic life support transport services. At the meeting, Emergency Medical Services (EMS) framed the issue, Nemours presented its application, and EMSAC heard public comment. In determining whether the application was in the interest of the public convenience and necessity, EMSAC considered the guidelines adopted by the Board in Section 20-95 of the Code. Specifically, EMSAC considered: (1) the number of providers currently providing services and the type and quality of services being provided; (2) the historic number of requests for service; (3) the benefits of the proposed service; (4) the results of the most recent County conducted survey; (5) the objection to Nemours’ application; and (6) Nemours’ application. At the conclusion of the meeting, EMSAC found that the issuance of an additional COPCN is in the interest of the public convenience and necessity and voted to recommend Nemours’ application for approval. On July 10, 2024, EMS provided the Board with EMSAC’s Report and Recommendation and a recommendation of approval from EMS, copies of which are attached to this Memorandum.
