Approval to award Invitation for Bids Y26-738-CC, John Bridges Community Center Building E Replacement, to the low responsive and responsible bidder, J.I.M. Property Services LLC, in the total contract award amount of $1,780,000.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, State Division of Corporations registration, E-verify, insurance and bonds, further request Board authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
The scope of work includes construction of a new code-compliant reinforced concrete block building containing two Head Start classrooms and associated support facilities, including restrooms, staff offices, and storage areas. The new building will be constructed within the existing John Bridges Community Center campus and will replace the former prefabricated structure. The project also includes connections to existing and new public access components serving the facility. This project is located in District 2.
FUNDING:
Funding is available in account number 1023-062-2559-6210.
APPROVALS:
The Capital Projects Division concurs with this recommendation.
REMARKS:
Fifteen bids were received in response to the Invitation for Bids (IFB) and evaluated for responsiveness, responsibility, and price reasonableness. The bid from Daniel Jorge Management LLC was deemed non-responsive for failure to submit a complete bid bond and failure to sign the respondent’s offer as required in the IFB. All In One Drafting Construction Services LLC dba AIO Builders was deemed non-responsive for failing to submit a complete bid bond. The bid submitted by J.I.M. Property Services LLC is considered reasonable based on comparison to the engineer’s estimate. References provided were satisfactory for this type of work and J.I.M. Property Services LLC has been determined to be responsible. Therefore, award is recommended to J.I.M. Property Services LLC.
