PROJECT: Mobile Temporary Overnight Shelters (MTOS) Work Session
PURPOSE: On February 10, 2026, the Board directed staff to begin working on code amendments related to the parking of buses, trailers, and other mobile structures in providing temporary shelter to the County’s unhoused population. On June 2, 2026, staff will provide an overview of typical MTOS operations, outline current regulations in Orange County, and provide a summary of how these uses are regulated in other jurisdictions. Staff will also provide recommended code amendments and next steps and will be seeking feedback and direction from the Board.
