PURPOSE: The Orange County Jail Oversight Commission was convened on January 31, 2025, by Mayor Jerry Demings due to a significant increase in the inmate population in recent years.  The Jail Oversight Commission was charged with identifying and reviewing best practices across the criminal justice system, addressing rising costs related to incarceration and healthcare, creating opportunities for recruitment and retention of Correctional Officers, and providing recommendations to the Board of County Commissioners. The Commission was co-chaired by the Honorable Lisa Munyon, Chief Judge, Ninth Judicial Circuit and Retired Chief Judge Belvin Perry, Ninth Judicial Circuit and included 25 members representing criminal justice partners, medical and mental health professionals, law enforcement, the legal sector, education, and community stakeholders.

The Commission held 21 meetings over a five-month period and developed 31 proposed recommendations in the areas of Criminal Justice Case Processing, Medical, Mental Health, and Substance Use Disorder, and Recruitment and Retention.  The Co-Chairs, with staff support, will seek acceptance of the recommendations by the Board.
