PURPOSE: Following a Commissioner’s Report submitted on October 8, 2024, by former District 5 Commissioner Emily Bonilla, requesting the creation of nine Preservation Districts for Rural Settlements in East Orange County, the Board direction was to wait for the outcome of the November voter referendums regarding the establishment of a Rural Area and the Exclusive Method for Voluntary Annexations and to return with a work session.

The Commissioner’s Report proposes to establish Preservation Districts in the following Rural Settlements: Lake Hart/Lake Whippoorwill, Lake Mary Jane, Bithlo, Christmas, Corner Lake, Lake Pickett, North Christmas, Sunflower Trail, and Wedgefield. 

The Work Session will focus on staff analysis regarding the recently-adopted Charter amendments in relation to the proposed Preservation Districts. Key discussion items will include:

                     Summary of the Commissioner’s Report

                     An overview of authority to create Preservation Districts and a discussion of current Districts

                     An overview of the State criteria for annexations

                     Current annexation review process including Section 504: Exclusive Method for Voluntary Annexations, Orange County Charter and Joint Planning Area agreements

Following the Work Session and depending on Board direction, staff may draft a proposed ordinance which would create nine new Preservation Districts in Rural East Orange County.
