PURPOSE: Orange County's EMS Division/Office of the Medical Director ("EMS") requests the approval of the application to renew the Certificate of Public Convenience and Necessity ("COPCN" or "Certificate") for Affordable Transport, Inc. ("ATI") to provide Advanced Life Support ("ALS") and Basic Life Support ("BLS") interfacility transport services in Orange County, Florida. ATI has submitted the attached application requesting the renewal of ATI's COPCN which has been in effect since 2019 and was modified and expanded in 2022. On March 1, 2024, ATI entered into a Management Services Agreement and an Asset Purchase Agreement with MedFleet, LLC ("MedFleet") pursuant to which MedFleet agreed to provide certain management services for ATI like billing, personnel, asset management, licensing, and medical records management, and ATI agreed to sell certain assets and equipment to MedFleet like vehicles, contracts, and intellectual property rights, respectively. On September 5, 2024, ATI submitted an application to Orange County EMS to renew ATI's COPCN.
