PROJECT: Billboard Exchange Program Work Session
PURPOSE: The Zoning Code does not currently allow for the conversion of static billboard sign faces into digital sign faces on non-conforming billboards, as structural changes to non-conforming billboards are prohibited.
Staff is proposing a billboard exchange program that would allow conversion of non-confirming billboards from static to digital sign-faces by exchanging a certain number of static faces for digital sign faces. The program would allow billboard companies the ability to maintain and upgrade their assets while also eliminating the overall number of non-conforming billboards.
On August 4, 2026, staff will provide an overview of a proposed billboard exchange program, outline current regulations in Orange County, and provide a summary of similar exchange programs in other jurisdictions. Staff will also provide recommended code amendments and next steps and will be seeking feedback and direction from the Board.
