Approval to award Invitation for Bids Y24-1006-KK, Liquid Polymer for Northwest Water Reclamation Facility, to the low responsive and responsible bidder, Polydyne Inc., in the estimated contract award amount of $143,170 for a five-year term.
In the event the bidder recommended above fails to achieve timely compliance with pre-award deliverables, as defined in the Invitation for Bids, including, but not limited to, M/WBE participation sub-contract agreements, State Division of Corporations registration, E-verify, insurance and bonds, further request authorization for the Procurement Division to award to the next low responsive and responsible bidder as listed in the bid tabulation herein, to the extent practicable and advantageous to the County. PROCUREMENT:
This contract will provide liquid polymer needed to de-water biosolids prior to disposal, as required by the Florida Department of Environmental Protection.
FUNDING:
Funding is available in account number 4420-038-1357-4170.
APPROVALS:
The Water Reclamation Division and the Business Development Division concur with this recommendation.
REMARKS:
All potential bidders were required to complete mandatory testing scheduled through the Procurement Division. Two firms requested testing: Polydyne Inc. and Cedarchem, LLC.
Testing consists of one laboratory bench test and one full scale trial. Bench testing allows a potential bidder to gauge the effectiveness of polymers using sludge samples from the water reclamation process. The ...
